PJSC Gazprom prequalification

Admission to works at Gazprom facilities

To perform works at facilities of PJSC Gazprom, a company passes an open prequalification and confirms its organisational and technical readiness (OTR). The result is inclusion in the Register of Potential Procurement Participants of the Gazprom Group.

We support contractors at every stage — from assessing compliance with the requirements to submitting the package to the expert organisation and passing the OTR check.

What the procedure is

Prequalification is the selection of contractors prior to procurement. It forms the Register of Potential Procurement Participants of the Gazprom Group: companies that meet the requirements for production processes, quality and safety and may be invited to take part in procurement. The legal basis is Federal Law No. 223-FZ and the Regulation on the procurement of goods, works and services of PJSC Gazprom and the Gazprom Group companies.

An organisational and technical readiness (OTR) check is integrated into the prequalification and is performed by Gazprom Gaznadzor LLC. Prequalification itself is free, but the OTR check is carried out under a contract and paid for by the participant.

Who can apply: participant requirements

Basic requirements are set by the Procurement Regulation; additional ones — by the prequalification documentation.

  1. Compliance with mandatory requirements. The participant meets the mandatory requirements for procurement participants set by the Procurement Regulation.
  2. Solvency. A stable financial position and no signs of insolvency.
  3. Experience and resources. Relevant experience, qualifications, production capacity and qualified personnel.
  4. Business reputation. No negative business reputation.
  5. Absence from registers of unreliable suppliers (RNP). The participant is not listed in the RNP.
  6. Registration in AEPS and on Gazprombank ETP. Accounts in the PJSC Gazprom systems and on the Gazprombank electronic trading platform.
Stages — from registration to the Register

The sequence is fixed. The application is submitted and managed electronically on the Gazprombank ETP; you cannot move to the next page of the application without completing the previous one.

  1. Participant registration Creating accounts in the Automated Electronic Procurement System of PJSC Gazprom and on the Gazprombank electronic trading platform.
  2. Application submission Completing the application forms. Form 2 "Statement on the scope of works performed" lists all declared types of works — they determine which other forms are mandatory.
  3. Intake control Checking completeness and correctness of the application. If there are remarks, the documents are returned for revision.
  4. Legal capacity assessment Vetting of the participant by the corporate security service of PJSC Gazprom.
  5. Expert evaluation and OTR check In parallel: expert evaluation of the application, the organisational and technical readiness check, and collection of information on the quality of works. A technical audit if required.
  6. Final decision — Department of PJSC Gazprom.
  7. Decision to include or refuse to include the participant in the Register for the declared types of works. Inclusion in the Register.
Upon a positive decision — inclusion in the Register and issuance of an OTR opinion on the Gazprom Gaznadzor LLC letterhead. No separate document on Register entry is issued: the inclusion itself serves as confirmation.

When the OTR check is required

The purpose of the check is to confirm the actual readiness to perform the declared types of works: equipment, calibrated measuring instruments, certified personnel, permits, a quality management system and production safety. The need for a check is determined at the expert evaluation stage. No check required.

If a valid OTR opinion already exists for the declared types of works, a repeat check for those types is not carried out. No contract and no OTR check are required. Check required.

If the declared types of works are broader than in the valid opinion, or if there is no OTR opinion, a check is carried out. A contract with Gazprom Gaznadzor LLC is generated and signed on the Gazprombank ETP; the contract scope covers only the "new" types of works.

How the on-site check is performed

The check is performed at the location of the participant's offices, production bases and material and technical resources (the participant selects the locations) in accordance with the Check Plan and Programme. Photo and video recording of the actual presence of resources is carried out; the result is a Check Protocol that records only the actual presence — with no remarks to be rectified. The decision is made by the Central Expert Commission of Gazprom Gaznadzor LLC.

Monitoring and keeping the status in the Register

Remaining in the Register and extending the qualification period require regular data confirmation. Part of the monitoring is automated (liquidity, overdue obligations, liquidation risk, bankruptcy, RNP, customer performance ratings, etc.), and part is data provided by the participant. Notifications are sent periodically; if the set deadlines are not met, the data is deemed not submitted. — per year — indicative frequency

10 — business days to submit data

5 — business days to correct

Exclusion from the Register is possible where information is unreliable, monitoring data is not submitted, or non-compliance with Register requirements is identified.

What

We do not limit our work to formal document preparation. The purpose of support is to assess readiness in advance and eliminate gaps before expert review and the on-site check.

Participant questions

No. The OTR check is integrated into the prequalification procedure. A new OTR opinion can only be obtained by passing prequalification, including the OTR check and evaluation. There is no stand-alone OTR-only procedure.

No. Its validity is not extended. To obtain a new opinion, the prequalification must be completed again. The need for a check is determined at the expert-evaluation stage.

The company determines the timing, but applying before the current opinion expires is more advantageous. Prequalification status is considered in procurement. If the application is submitted before qualification expires, the term in the Register is extended until review is completed, avoiding a gap in status. If the term expires without an application, the company’s Register data is annulled automatically and the procedure must be started again.

No. The assessment considers the participant’s own resources for each declared type of work: its production capacity, equipment and personnel. Resources and experience of subsidiaries or affiliated companies are not counted.

It is recommended. The OTR check is integrated into prequalification, and a valid OTR opinion is checked when work is performed at facilities, including by subcontractors.

The purpose is to confirm the actual availability of resources at the time of the visit: equipment, calibrated measuring instruments, certified personnel and permits. The Protocol records actual availability only and contains no remarks to be corrected. Readiness must therefore be ensured before submission.

No. GAZPROMSERT is a voluntary certification system. There is no requirement to hold this certificate for prequalification.

No separate document or certificate is issued. Confirmation is the organization’s inclusion in the Register of Potential Procurement Participants of the Gazprom Group.
